This PR corrects the structured fixed version for GHSA-m578-w5vf-rfcm. The source repository advisory for the oj RubyGem lists affected versions as < 3.17.2 and patched version 3.17.2. The global advisory currently records fixed: 3.17.3 while database_specific already records < 3.17.2. No vulnerability details are changed; this only corrects affected-version metadata. Validation: jq empty and git diff --check.
